About DBHA
Since our establishment by a charter of the City of Deerfield Beach in 1969, the Deerfield Beach Housing Authority has been committed to advocating for and providing affordable housing for eligible individuals and families. The DBHA works closely with the U.S. Department of HUD, the City of Deerfield Beach, and area agencies and organizations. Our collaborations allow us to provide many services and opportunities to not only our residents, but to the entire community.
The DBHA acquired and renovated the Stanley Terrace Apartments in 1970, the first of our Affordable Housing Communities. In 1978, the Palms of Deerfield Apartments were constructed to provide housing for elderly and disabled residents.
The DBHA created the Sylvia Poitier Business Skills Center in 1999. The Business Skills Center partners with area businesses and organizations with the goal of helping individuals become self-sufficient through securing employment.

Board of Commissioners
The Deerfield Beach Housing Authority is governed by a seven member volunteer Board of Commissioners appointed by the City Commission of Deerfield Beach in staggered four-year terms. These dedicated public servants meet once a month to develop, guide, and oversee the administration of the policies of the DBHA. Residents in the DBHA Public Housing and Section 8 Rental Assistance Programs may also serve on the Board of Commissioners.
Keith Emery, Chairman
A Board member since 1992, Keith Emery was appointed Chairman in June 2000. He most recently was appointed to a new four year term, and will serve on the Board through September 2012. He is President of CMS-Construction Management Services, Inc. His company has a thirty-two year history in Deerfield Beach. The motivation behind Mr.Emery's dedication stems from his concern for promoting the development of self-sufficiency in individuals with limited resources. His primary focus is exposing these individuals to new opportunities for success. He is also personally committed to encouraging the growth of affordable housing throughout the community. Chairman Emery was instrumental in the development of the Palms of Deerfield Beach Town Homes, constructed in 2008.
Sandy McGinn, Vice Chairman
A Board member since March, 2001 and a resident of Deerfield Beach, Sandy McGinn brings a wealth of housing experience to the DBHA. She recently retired as Executive Director of the Boca Raton Housing Authority and Community Development Block Grant Director for the City of Boca Raton, a position she held for twenty-one years. Under her leadership, the Boca Raton Housing Authority built a model senior living facility in 1998, Banyan Place, which provides supportive housing for 104 low to moderate income elderly residents. Lee Giannino, Commissioner
A thirteen-year resident of the City of Deerfield Beach, Lee Giannino has served as Commissioner since January 2002. He is the owner of Deerfield Beach based business, Grand American Title. Mr. Giannino also supports his community through serving as a past Vice President and member of Crime-Stoppers for over ten years and serving on the Broward County Land Development Board.
Ernestine Gray, Resident Commissioner
Ernestine Gray was appointed as Resident Commissioner in June, 2008. Ms. Gray has been an Affordable Housing resident at the Stanley Terrace Apartments in good standing since 1998. She also currently serves as a board member of the Stanley Terrace Resident Council. An active member of her community, Ms. Gray holds an interest in improving the lives of others.
Richard Sales, Commissioner
Richard Sales served as Commissioner from 2001 through 2005, and was reappointed in May of 2007. A member of the local business community since 2000, he is the owner of Reflections Printing in Deerfield Beach. He has also supported his community through Board involvement with the City of Deerfield Beach Chamber of Commerce, NE Focal Point and the Deerfield Beach High School’s School Advisory Board.
