Doing Business with the DBHA

Landlords
Property owners throughout the community can assist with our goal to alleviate the scarcity of quality affordable housing for low to moderate income families by opening their doors to Section 8 participants.

There are very few differences between the Section 8 Program participant and the private-market renter. Landlords may use standard procedures as permitted by law to screen Section 8 applicants.

Becoming a Section 8 landlord is simple and includes free advertising for available units.

Here are the steps:

  1. Go to the GOsection8.com free rental property listing service:
  2. Your property information will be shared with DBHA voucher holders as well as voucher holders nationwide.
  3. Prospective tenants will place a call to the contact person listed for the property and if interested in the property provide the landlord with a Request for Tenancy form.
  4. The landlord is responsible for completing the form and then returning it to the prospective tenant.
  5. The tenant will return the form to the Section 8 office. If the rent is deemed comparable to the fair market rent and it is determined that the applicant can provide their portion of the rent, a Section 8 Housing Inspector will evaluate the property under Housing Quality Standards(HQS), which are determined by HUD.
  6. If the property meets the HQS criteria, a lease is approved. A HAP Contract is signed by the landlord and the tenant is permitted to move in, after which the DBHA begins sending (HAP) Housing Assistance Payments to the landlord.


Vendors
The Deerfield Beach Housing Authority has opportunities for vendors to provide goods and services to the Authority throughout the year.

RFPs, RFQs and IFBs
The DBHA's Procurement Policy requires that contracts of $25,000 or more be publicly advertised and competitively bid through the "formal" procedure of a Request for Proposals (RFP), Request for Qualifications (RFQ) or an Invitation for Bids (IFB). The DBHA will publicly advertise these bids, usually in Section A of the Sun Sentinel via a legal notice and on this website. RFP/RFQ/IFB schedules can be viewed on the DBHA calendar.
